The best thing you should do is to go to the American Embassy in London Grosvenor square, to get your visa, it is more like it they will ask you if you have a job to grant you the visa, they will give you the best advice what you should do, as for housing, you're freshment in the country and there are a waiting list for years for British people with kids, again if you get a job and your visa then later on you can apply for a council flat.I am American moving to Liverpool. I assume when you say ';partner'; that you're not actually married. If this is the case, then you're not going to be entitled to get a visa to work, unless you happen to qualify for a scheme such as Highly Skilled Migrant Program.
If you are married then you can get a visa, and you should apply for this before you leave the US. First of all I think you have to get it before you enter the country anyway, but also it can take many weeks to be processed.
Not really advice because you've asked too much to cover in answers. Just want to say - good luck, especially with the job hunting as unemployment is rising here.
